Why $500 Checks May Fall Short as Obamacare Premiums Rise 15%

President Donald Trump’s administration plans to issue $500 refunds to eligible Healthcare.gov enrollees starting next month, using excess fees collected from insurers. The payments are intended to help offset rising healthcare costs, but they come as insurers seek significant premium increases for 2027 and after ACA subsidies expired in 2025.

Spencer Perlman, director of healthcare research at Veda Partners, said the refunds will disproportionately benefit higher-income individuals in mostly Republican-controlled states. “Most of the 20 states that operate their own exchanges and are therefore ineligible for the rebates are Democratic-controlled states, meaning the funding will go disproportionately to higher-income individuals in mostly red states,” Perlman said.
